Ask for the micrometer reading in millimeters. A shop that won't give you a number is selling you rotors, not measuring them.
Don't pay a shop at all if your pads are above 5mm. New pads start at 10–12mm. At 5mm you have roughly 20,000–30,000 miles left in normal Pueblo driving. Shops make money by replacing at 5mm. A cheap brake job is genuinely fine sometimes. If you drive 6,000 miles a year, stay off the highway, and are 18 months from selling the car, economy semi-metallic pads on turned rotors at a discount shop is a defensible choice. It'll be noisier and dustier, and it'll fade under hard use. For a flat-city grocery-getter, that's an acceptable trade.
Where brake replacement doesn't fix the problem at all:
- Pedal pulsation that returns within 3,000 miles of new rotors is usually a wheel bearing, a bent hub flange, or improper lug nut torque — not the brakes. New rotors won't fix it, and you'll have paid twice.
- A soft, sinking pedal is a master cylinder, a fluid leak, or air in the lines. New pads change nothing. That's a $180–$550 hydraulic repair.
